There are many industries that have felt the impact of COVID-19, and the shockwaves of all of those have hit the recruitment sector. After five years of steady growth, recruitment is now experiencing the steepest decline since the 2009 stock market crash. For recruitment companies who are struggling, attempting their first recruitment services tender might not be the first thing that comes to mind, but working with the public and third sector is definitely worth exploring.

Catering Recruitment Services – The University Caterers Organisation Ltd (TUCO)

Close date: 30th April 2021

With an estimated contract value of £15 million, this contract notice relates to a framework that is designed to provide permanent and temporary recruitment services to TUCO throughout the UK with the geographical spread split into lots.

This tender is currently at the Selection Questionnaire (SQ stage), and they are looking to take between 8 and 18 companies who pass the SQ through to the next stage which is Invitation to Tender (ITT) for each geographical area. The framework will be in operation for two years, minimum, with an option to extend it for a further two years.

Permanent Recruitment – The Minister for the Cabinet Office

Estimated Release Date: 3rd May 2021

So far all we’ve had is a Prior Information Notice (PIN) through Crown Commercial Services for this recruitment services tender which will be coming out in May. They have given an anticipated value of £150 million, and it will include recruitment for central government bodies and what they call ‘Arms-length bodies’.

They are seeking permanent and supporting services relating to:

  • General Recruitment
  • Executive Search
  • Recruitment Process Outsourcing
  • Talent Mapping
  • Testing and Assessment Centres

They are currently seeking market engagement to decide how the tender will be broken down into lots.

Dynamic Purchasing System (DPS)

Hampshire and Kent Commercial Services LLP have a DPS that is in operation until 31/03/2025 which recruiters can join at any time to gain ‘Preferred Supplier Listing’. When the organisation has the need for recruitment support, they use the DPS to reach out to their pre-vetted pool of suppliers. With a DPS that might be a direct award, or you might be asked to complete a mini-competition tender or respond to a Request for Quotation (RFT) to win the work.

This recruitment services tender is suitable for Temporary Agency, Contractor, and Interim Agencies.

How to Find a Recruitment Services Tender

These are just a handful of the opportunities that are currently available, and more are being published all the time. To find out if there is a recruitment services tender that is perfect for your company, all you need to do is visit the Government’s ‘Contracts Finder’ website for smaller contracts (over £10k but under £120k) or their ‘Find a Tender’ site for contracts over £120k.

Both of these sites operate in a similar way, allowing you to search by keyword for opportunities. Contracts Finder will allow you to filter by region, so if you want to keep your search local you can do that. Find a Tender is a little less flexible but you can use their advanced search to narrow down the results you get.
